He was an acoustical engineer in Advanced Research and Development at the Sarnoff Laboratories of RCA in Princeton, New Jersey, who moved to Indianapolis to achieve real time recording speed and to perfect the design for the recording of the VideoDisc. VideoDiscs were then manufactured in Indianapolis. Halter received the Sarnoff Gold Medal for Outstanding Technical Achievement at a ceremony at the Waldorf-Astoria in New York in 1981. He also worked on the development of color television and on additional acoustical inventions. His home contained a complete electronics research.
